THE MAN OF DESTINY AS KADUNA STATE GOVERNOR

His Excellency Mukhtar Ramalan Yero FCNA, MNIM - Executive Governor, KADUNA StateSince it was created over three decades ago, Kaduna State in North Central Nigeria has occupied and maintained an enviable position and pride of place within the ranks of forward looking and progressive states in Nigeria.

That position of strength by Kaduna state is however not limited to the boundaries of the state alone, as the fame of its endowments which domiciles majorly in the people from all the various districts goes far beyond the confines of the state and even the country.

For observers, analysts and stakeholders residing within and outside of the state in the same vein, Kaduna is also to be reckoned with, especially when the centrality of its location and the strategic importance of its people in the development of Nigeria are brought into consideration.

Generally referred to as the Liberal State, Kaduna also is also called the home of peace; a direct reference to the stability the state has always experienced, despite being surrounded by myriad of externally influenced and formulated challenges.

Be that as it may, the recognition of the state and its current leadership by international leading human rights and socio political organization, Global Peace Movement International is a development that to most people represents the icing on the cake for a state that has had its own fair share of developmental challenges in times past.

JUSTIFIABLE RECOGNITION IN EDUCATION AND AGRICULTURE

For those that are familiar with recent socio economic/ political happenings in Kaduna state, the positive developments and progress that the state has witness within a very short period of time does not comes as a big surprise, particularly when the antecedents of the incumbent state chief executive office is brought to bear.

The belief by the people in the Midas touch of the present leadership of Kaduna state is also due to the fact that Governor Yero Ramallan, whose shoulders carry the responsibility for these holistic development ensures that the wind of change blowing across the state encompasses all areas of life of the people, and that the best is the minimum expectation that the people of the state deserves.

From education to agriculture; animprimatur that the state is well known for, to health, commerce tourism and human capital development, there are great indications that indescribable leaps and bounds that is sure to leave lasting legacies for the people of the state is the order of the day.

Few of these developmental initiatives as witness firsthand by Global Peace Movement International which led a delegation from London to Kaduna state will suffice. Hence it must be emphasized, largely that the eye witness accounts by Global Peace Movement International contributed to the justification of the award on the governor. These verifiable achievements by Governor Ramallan were personally evidenced by the President General of the Organization, Dr. Mike Uyi who led the London Group to Kaduna state.

Picking on the area of education for instance, the achievements of Governor Yero Ramallan in that aspect has remained unparallel, either amongst his counterparts governors in the northern region of the country, or amongst the generality of governors/leaders in Nigeria.

It is on public record that even before becoming the chief executive officer of the state, that Governor Yero Ramallan has consistently pointed out that the education sector in Kaduna state was at low ebb with poor quality teachers, poor infrastructure and obsolete teaching methods among other factors militating against education development in the state.

Global Peace Movement International is placing it on international records that all those factors militating against education in the state have now changed and given way to a newer, modern and more effective method of primary to university education. World class summits and actions aimed at working out modalities for overall educational advancements have been organized and effected in the new dispensation under Governor Ramallan Yero with heartwarming results to show for it.

Wisely and extremely prudently still, the state government has effectively collaborated with relevant partners to sustainably develop the state learning outcome benchmark on literacy and numeracy for primaryschools, and also for almajiri and inclusive education in all parts of the state.

The same progress is also being made at secondary schools levels, with Governor Ramallan led state already having charted a seven integrated approach to school improvement that includes sound head teachers and teachers development, curriculum materials, school development plan, functional school based management committee, infrastructural improvement, funding of school running cost, inclusive practices and quality assurance.

Governor Ramallan has brought good concept, planning and practical solution instead of theory to bear in the administration of the state, and not just in the education development alone. His administration has also overhauled the whole system for efficiency by developing Medium Term Sector Strategy to guide in planning and budget.

At the tertiary level, the Kaduna State University which was pronounced into existence shortly before Governor Ramallan assumed office has become the yardstick for measuring the quality of education at that level, with the governor seeing to it that the establishment of the university has not only boosted education in the state and region, but also achieving the objective of bringing higher education in both the northern and the southern parts of the state.

Mission achieved, the university has since moved on under the guidance of the governor to provide all-round university education of the highest standard for the development of the individual and the state, inculcating at the same time the spirit of love, tolerance, understanding and unity in the state in particular and the country in general.

Some of the other objectives of the university, which includes encouraging the advancement of learning and holding out to all persons without distinction of race, creed, sex or political conviction, the opportunity of acquiring a higher and liberal education has also been surpassed by a long stretch.

UNPARALLED STRIDES IN JOB CREATION, PROVISION OF SECURITY

Worthy of mention as another remarkable prerequisite for the recognition of Governor Yero Ramallan by Global Peace Movement International is the unmatched strides being recorded in the areas of jobs and social security provision for Kaduna youths.

As at the time of Global Peace Movement International visit to the state, more than six hundred thousand young women and men have been engaged by the state government in one form or other, leading in return to positive multiplier effects on the economy of the state, and enhancing security thereby.

Effective and reliable means of public transportation and adequate healthcare has also become the order of the day.

Clear and straight to the point, the governor’s promises to make life better for the people of the state has become a reality, with peace, unity and development, now the watchword within individual and official circles in Kaduna state.

Governor Yero Ramallan keep demonstrating his commitment to provision of adequate security to his people, recently distributing forty new Toyota Hilux vans, fitted with communication gadgets, to security agencies in the state.

Simultaneously more than forty such vans were also refurbished and given to Police Area commands, with observers, including Global Peace Movement International insisting crediting the governor is the right thing to do.

As a man in tune with the needs and aspiration of the people, and having the utmost regards for the institutions that make up the state, the governor has been up and about, preaching peace and unity across the state, by visiting all the traditional rulers and consulting with them on issues affecting the state, and by so doing, carved a niche for himself as a man that consults widely before taking any decision.

Also as part of his peace building efforts, the governor has met with youth and women leaders in all parts of the state, earlier, meeting elders, traditional rulers and religious leaders in his quest for sustainable peace in Kaduna state. These efforts have yielded positive and tangible results and they have burnished Governor Yero’s image as a peace maker.

As a full advocate of the live-and-let-live style of governance, it is important by Global Peace Movement International to note during visits to the state, that more than 31 rural and township roads, costing over N28 billion, is not only on course but contractors have also been fully mobilised to site.

IN KADUNA, HEALTH IS WEALTH INDEED

In the area of health provision, the free medical treatment for children and pregnant women is still on, with the governor more than ever before, resolved to eradicate polio and other preventable diseases.

The commitment of Governor Yero Ramallan to the provision of efficient, affordable and lasting healthcare to the people of the state which was observed by the leadership of Global Peace Movement International, is no doubt responsible for the recent recognition of the state by the United Nations Entity for Gender and Empowerment of Women which said it will complement the Kaduna State Government’s efforts in providing healthcare.

The governor has also made it clear that resources will also be channel toward efforts aimed at improving girl-child education in the state. There is a provision to construct thirty new health facilities in the state, in addition to genuine commitment towards the eradication of polio and measles.

WATER AND AGRIC DEVELOPMENT, ADDING REAL VALUE

As a largely agrarian state with its own clusters of industrial activities, the provision of safe, portable and adequate water supply for the people of the state is a paramount concern for the governor, hence his achievement in that aspect has remained more like a mystery for critics that once thought water can never be provided for some areas in the state.

Thus, the Zaria water project comes into consideration and focus. Set to be finally completed in the first quarter of next year, theZaria water project to many people, represents a major and landmark achievement for the state, in view of the fact that the project has consistent grappled with various setbacks before the coming of the present administration.

As a multi-billion naira project that will forever change the face of water supply and agriculture developments in the state and beyond, ample evidence abound that Governor Yero Ramallan intends to put back Kaduna as the number one food producing state in the country, as this is part of what the Zaria water project intends to achieve.

Work on the project which was less that 30 percent when Governor Ramallan assumed leadership of the state has since moved to more than 94 per cent completion. When completed, more than 150 million liters of water would be supplied daily to consumers not just in Zaria, alone, but also in other parts of the state, including Sabon gari, Giwa, Makarfi, Ikara, Kudan, Kubau and Soba Local Government areas.

It must be stated that the project which was one of the places inspected by the leadership of Global Peace Movement International when it went for its fact finding visit to the state comes with its full assortments of installation of pumps, transformers, generators and various water supply equipment for the water treatment plant would soon commence at the site.

Directly linked to the completion of the massive water supply project is agriculture, which as well known accounts for an estimated 56 percent of the state’s gross domestic product( GDP) and employs more than 4 million people.

For a state that currently produces more than 22 percent of the country’s maize, 69 percent of soya bean, 36 percent of cotton and 10 percent of ground nuts (peanuts), with and the state trading agricultural produce to neighboring states and countries, the completion of the water projects will enhance irrigation which in turn will lead to massive food production. Experts said these initiatives could only have come from a governor, a leader with vision and foresight.

Kaduna state which is also the largest producer of rice in Nigeria and exports substantial quantities to other Nigerian states and other African countries, will also by this developmental initiative, play a crucial role towards ending the importation of rice into Nigeria which the federal government still spends hundreds of millions of dollars on annually.

As an important producer of fruits and vegetables that are supplied to other parts of the country, adequate and effective water supply will also guarantee an all year round production, great, untapped potential in the sector given the rich arable soil, optimal weather conditions across the state, will also receive a boost, creating multiplier effect and a long productive value chain.

YOUTH EMPOWERMENT UNLIMITED

Yero Ramallan link to the grass root is very clear and unpretentious. For Governor Yero Ramallan, the empowerment of the youths in the state in a lasting and sustainable manner is a cardinal objective that must be achieved with the most of precision.

As at the time of Global Peace Movement International visit to the state, close to one billion naira has been spent on goodies for the poor and under privileged. As things stands, more than fifteen luxury buses, thirty-five mini buses, forty taxis and seven hundred tricycles have all been distributed amongst youths and the needy in the state.

In the same vein, Global Peace Movement International observed that plans have also been concluded to empower over 6,000 unemployed women in all the local government areas of the state.

Kaduna state is the successor to the old Northern Region of Nigeria, which had its capital at Kaduna. In 1967 this was split up into six states, one of which was the North-Central State, whose name was changed to Kaduna State in 1976. This was further divided in 1987, losing the area now part of Katsina State.
